Following the passage of the Individuals with Disabilities Education Act (IDEA) in 2004, RTI has gained acceptance as an effective model for collaboration between special education and general education staff. A key characteristic of the new regulations under IDEA is a shift from a “wait to fail” approach to one where all students receive high-quality instruction and, when needed, intervention that includes scientific, research-based reading programs.
Assessment is an important feature of the RTI model. Educators must assess students’ progress towards benchmark or proficiency standards. At the beginning of the year, screenings identify at-risk students who may need additional support. Student progress must be monitored throughout the year—three times a year for most students, more often for at-risk students—in order to make sure the intervention instruction is helping the students.
